The Illinois Home Weatherization Assistance Program (IHWAP) was designed to help prepare homes for the cold and brutal winters and help them become more efficient and thus lower heating costs. This is particularly helpful for the families living in Illinois who have low income and find it difficult to face the Midwest winters otherwise.
